Concerning the UN Security Council membership Dr. Butrus Ghālī, chairman of the National Council of Human Rights, says the five veto powers in the Security Council are the main obstacle against Egyptian membership. Dr. Ghālī stated that Egypt will need to exert a huge diplomatic effort to compete with African countries for Security Council membership in the event that amendments are made to the charter provisions relating to membership.
