Political experts expect South Sudan to vote to secede from the Muslim north in 2011. Outcomes of the potential succession are debated though key concerns include the allotment of Nile water and the creation of an Islamic state in North Sudan. Sudanese president Bashir is working to maintain unity within Sudan, though he notes that the latter is already governed by its people; Egyptian president Husnī Mubārak is also keen on preserving unity in Sudan. The leaders believe that a true unity requires developing a better infrastructure and both Sudan and Egypt are engaged in projects aim at this effect.
