Dr. Salāh al-Dīn al-Juharī, one of the figures who took part in preparing the Azhar Document, said that it did not at all mention anything about a "civil state".

He accused some newspapers and TV programs of "fabrication and delusion" for carrying incorrect news about the Azhar paper's support for a civil state, noting the paper ignored the issue of civil state "on purpose".

"The state supported by the Azhar is a national, democratic, constitutional and modern one. The civil state, on the other hand, is a term and concept that has no mention in the references of political science," said Juharī.
