Al-Jamā'ah al-Islāmīyah showed dissatisfaction and concern at the formation of the National Council for Human Rights (NCHR) as it did not include "people who represent ten thousands of Egyptians who lost their rights in prisons" referring to members of the Jamā'ah who were imprisoned at the time of Mubārak.

The statement stressed that debarring is one of the reasons that led to a revolution that ousted the former regime, that is why the current political powers need to avoid it (referring to the Freedom and Justice Party, dominating the Shūrá Council).
