Najīb Jibrā'īl, the head of the Egyptian Union for Human Rights Organization (EUHRO), headed a delegation from the organization to the Constituent Assembly together with Coptic activists. He submitted an action plan demanding a Coptic quota and women’s quota in the Parliament. He requested an amendment to Article 38 in the 2012 Constitution, which states that all citizens are equal before the law, to state that Copts and women are to constitute 30% of the Parliament, ministerial positions, and governors. He requested that the elections take place in two phases: the first for two-thirds of the seats without Copts and women and the second for the rest of the seats that will be dedicated for females and Copts. ‘Amr Mūsá, the head of the Constituent Assembly, has received the proposal and assured that it will be examined thoroughly (Michael Fāris, al-Yawm al-Sābi’, Sept. 17).
