Despite the Ministry of Endowments’ perseverance in regaining control over the country’s religious podiums, reinstating its independent laws regarding the right to preach in mosques, and its long fight with the Salafī organization regarding this matter, the Ministry has agreed to grant ten Salafī sheikhs preaching licenses, including Sheikh Yāssir Burhāmī, vice-president of the Salafī organization. These licenses were issued before the relevant Sheikhs went through the testing process set by the Ministry as a prerequisite. The Minister of Endowments, Dr. Muhamad Mukhtār Jum’ah allegedly surrendered to the pressure placed by the Salafīs and promised not to oversee the actions of prominent Salafī sheikhs, as long as they complied with the Ministry’s centrist agenda. This secret deal conducted between the Ministry and the Salafīs contradicts Dr. Jum’ah’s statements that the Ministry would not solicit any deals regarding holy institutions and that there are specific criteria required to attain a preaching license, including having graduated from al-Azhar and passing the series of tests set by the Ministry. Dr. Burhāmi guaranteed that the sheikhs would follow the preaching law set by the Ministry and that all the sheikhs who wished to obtain a license first issued a request to the Salafī organization.
