One thing on the priority list of Pope Tawadros II is to change the Papal Elections Law, also known as "the 1957 Law". The last papal elections had taken place according to this law. All three candidates had at that time agreed to change it.

There was a popular demand to amend the law in order to increase the electorate. During several meetings for the Holy Synod, the bishops discussed a draft law and decided to include its amendments until the Holy Synod had studied them.

According to the spokesperson of the Church, the Holy Synod formed a committee consisting of senior Bishops to make a final decision. It was leaked that the most disputed point was the question whether or not Bishops of Dioceses could run for elections.
