The theological Islamic scholars warn against the sudden movement of ijtihaad [independent judgment on religious issues] that might arouse civil strife among the Muslims and the scholars. Dr. Abd Al-Sabour Marzouq, the secretary general of the Council of Islamic Affairs, says that the one who produces these independent judgments must have full knowledge of the rules of the Holy Qur’an, the ability of discovering the right judgment among them, know the judgments of the Sunna, and lastly be quite aware of the rules of the Arabic language.
