Ministry of Justice's fact-finding commission revealed that the Coptic organization 'Caritas' registred under 1150 had received approximately LE 1 billion foreign funds in different currencies from countries, foreign organizations and donors, furthermore, did not respect the country's sovereignty by not spending this funds in Egypt and without permits from the government.

The commission recommended not to allow any organization to receive foreign funds without permits from the Ministry of Social Solidarity.
