Some countries' regimes that dominate its people and want to remain in power push its citizens to a state of anxiety and panic, and take away from citizens the basic rights for a decent life under the pretext of defending and protecting the country's borders. If the fighting results in victory or agreement, and the government has nothing else to occupy its citizens' minds with to distract them from thinking about contributing in power, then the government turn to inciting unrest or fitnah.
