A draft law on non-governmental organizations (NGOs) held that foreign organizations may practice activities while their dissolution must be through coordination with the foreign ministry.

The draft also prohibited offering refuge for children and the elderly except through official license in advance.

It as well grants NGOs the right to receive funding in the form of non-refundable grants and endowments upon official approvals. Fund-raising, according to the draft, is prohibited to be channeled into financial speculations. [Muhammad 'Azzūz, al-Misrī al-Yawm, Jan. 18, p. 8]
