Al- Tahrīr reported that the new Papal Regulations List included some amendments to the 1957 Papal Regulations List. It maintained the papal selection process by a draw. It allowed monks, archbishops, or a monastery bishop to nominate themselves for the seat of patriarch. It also requested the candidates should not have been married before. This new list led to a wave of criticism from the secular current in the Church.
