On April 17, 2019, Tunisian humanitarian activist Ms. Rekaya al-Hafi [Ruqaiyya al-Ḥāfī] met with Mr. Laurens van Doeveren, Libya expert of the Dutch Ministry of Foreign Affairs. This meeting had been prepared by Cornelis Hulsman of the Center for Arab-West Understanding. It was attended by Mr. Eildert Mulder advisor to the board of the Stichting Arab-West Foundation and well-known Tunisian singer Sanaa Souissi [SanāʾSuwaysī]. General Khalifa Haftar [Khalīfa Bilqāsim Ḥaftar] had taken up arms against the government in Tripoli. Ms. Ruqaiyya al-Ḥāfī was arguing that the building on the tribal context of Ṣulḥ is key to achieving reconciliation in Libya. Following this meeting Ruqaiyya al-Ḥāfī sat with Cornelis Hulsman who put her proposal for a conference based on Ṣulḥ in writing.
