One of the four charges against Saad Eddin Ibrahim is misusing the European Commission funding of programs administered by the Ibn Khaldoun Center and by HODA (League of Egyptian women voters). That is why the European Commission issued a statement to explain the nature of its support for the Ibn Khaldoun Center. It was mentioned in the statement that the projects of both the Ibn Khaldoun and HODA were the subject of external mid-term audits whose reports gave no cause for concern, financial or otherwise.
