Many Muslim thinkers and scholars have occupied themselves with the issue of democracy in Western civilization and its comparison with the Islamic system of shura [consultation], especially after the proposed U.S. reform project known as the Greater Middle East was introduced. This study examines the notions of shura and its application in Islam and examines how far shura and democracy could coexist despite being based on different civilizations.
