In the three reports issued by the Commission on Religious Freedom

about Egypt from 2000 to 2002, Egypt was placed in the third category. These reports noted an

improvement in the [Egyptian government’s] respect for religious freedoms. These reports were

basically focused on Copts. Reports starting in May 2003 blamed the Egyptian government for

failing to take successful measures to curb pressure and violence towards religious believers,

without determining the affiliations of those believers. These reports also started to use the

terms "religious groups" and "Christian groups."
