Constitution experts said the president of the republic, as a result of the complementary constitutional declaration, will be lacking some powers and competences, suggesting set steps to fine-tune his work as an elected president.

The experts said the president, right after he takes the constitutional oath of office, has to issue a constitutional declaration canceling the previous ones, accelerate the election of a People’s Assembly and finalize accomplishing a new constitution to be drafted by a constituent assembly.

Dr. Sayīd Taha Badawī, a professor of law at Cairo University, said the president does not have powers to choose ministers in sovereign portfolios like the defense, interior and foreign affairs, which are the most important in any state, as well as powers to declare war, on which he must refer to SCAF.
