There is no median between a religious state and a civil state. Many observers consider the proposed constitutional amendments to be encouraging political Islamic groups. While Muslim groups deny any contradiction between article two of the Egyptian Constitution and the principles of citizenship, Copts appear to both stress the significance of citizenship while fearing an increase in power of political Islām. Some people believe that to achieve a real reform it is not enough to amend the Constitution, but also to establish a totally new one.
